If ordering Concon 2, can the spending be split between 2 shops, or does it all have to go to the same trader?

1. If a player is going to use influence to affect an action in the regular weekly turns, it must first be mentioned in the Pre-Turn section of orders, correct? Does the player also need to post an open announcement by the announcement deadline, as to where and how the influence is being applied?

You need to announce influencable actions whether or not you're going to use influence. You never have to announce your actual use of influence.
You can't announce an influencable action and then not do it. Announcing an action is a form of pre-order.
