If ordering Concon 2, can the spending be split between 2 shops, or does it all have to go to the same trader?

1. Yes, like applying for a position in a regiment, you are limited to roles that you match or exceed the Cha requirement for.

2. Some positions are impossible to obtain unless you have positive die roll modifiers e.g. by spending any influence you have accumulated and persuading others to use influence on your behalf.

If a player is going to use influence to affect an action in the regular weekly turns, it must first be mentioned in the Pre-Turn section of orders, correct? Does the player also need to post an open announcement by the announcement deadline, as to where and how the influence is being applied?

You need to announce influencable actions whether or not you're going to use influence. The reason is that others might want to use influence.

You never have to announce your actual use of influence.

You can't announce an influencable action and then not do it. Announcing an action is a form of pre-order.

You can only be a patron of one shop.

Change: no, volunteering ones command does not have to be announced, although doing so is probably appreciated by those affected.

Convincing an NPC to volunteer has to be announced, as it can be influenced.
