Can Initiates (or higher) of Chalana Arroy refuse a challenge from the King's Champion without being disgraced? Should the Champion suffer a penalty for challenging a cultist of Chalana Arroy?

That feels like a judgment call based on the reason for the challenge, possibly with a vote as we saw before. It seems unlikely to be a common enough occurrence (even considering Broar) that it needs enshrining in rules.

What.....moi....as if! A player could start to feel a persecution complex starting, his amiable, peace loving character coming in for such cynicism!
