Fees for studying

The rules for a course of study say "(Power 1 to Power 2 has to complete 1 set of classes, Power 2 to Power 3 has to complete 2 sets... Power 5 to Power 6 must do 5 sets) completed at a cost of 100x new Power in Lunars (payable in the first week)". Does that mean a character with Power 4 has to pay 4 x500 or 2000 Lunars? Or does it mean 500 Lunars for the whole course, of 4 sets of 2 weeks? The former seems quite high when combined with the time cost, the latter would be hard to keep track of.

(The same ruling would apply to the Military and Trade Academies, I presumel; but with Sacred Time coming up, this is more relevant)

The cost is for the whole course (payable in the first week). A character with Power 4 has to pay 500L and spend 4x2 weeks studying.
