It looks good. Not applicable at present since we have no Runelords, but gives added incentive to move up the cult levels.

I think it looks great! It gives the characters a reason to advance in their cults, and would be a lot of fun as well.

Agreed. Well done for building up the flavour of the campaign. I think I understand it but a worked example at some point might help. I get the basics but not sure about how the different rankls of players work - eg a rune lord, a god talker and an initiate attempt a quest - how do the die rolls work, say if they had 5,4 and 3 power respectively.
And if 2 groups of people attempt the same quest do they form one big party or do they go separately?
Also if you can only choose one benefit whether you do an easy or hard quest, it feels like that choosing an easy quest would be far more sensible - though admittedly the benefits (especially community benefit) of a hard quest are different.
Anyhow, all good stuff. Well done.

Sounds like the first line in a joke...
The ranking is easy:
1. Rune Lord
2. God Talker
3. Initiate
The Rune Lord failed to specify a tactic in their orders, so it's randomized: offensive.
Skill rolls are made from the bottom of the list up.
The God Talker's POW is not +2 greater than the Initiate's, so no modifier.
The Initiate rolls 6, which gives a result of 2 (rules section 7).
The Initiate's result gives the God Talker and the Rune Lord (temporary) +1 on their POW.
The God Talker rolls 3. Their (temporary) POW 5 gives a result of 4. No modifier to the Rune Lord's POW from this result.
The Rune Lord rolls 4. Their (temporary) POW 6 gives a result of 3.
The outcome of the heroquest was neither a success or a failure.

These suggestions are very good; both thought-provoking and faithful to the Glorantha canon (as I see it). But are they perhaps premature? There is no chance of any character being either a Rune Lord or able to influence one by next Sacred Time, and there is a danger of Heroes being distracted by what would be fun in the future rather than what is possible now.
