Is there an infinite NPC Nobles or is there a table with them listed?

For purposes of Aides, it has been written that there are always enough - the rank of the Noble you may be an Aide to is the same as your Cha.. At Cha 6 and above, it is Aide to an Eorl.

No, they are busy with their studies. The same applies to doing your regimental duties.
